The Origins of Drug Testing
In many ways, drug testing is still a relatively new concept. The Department of Health & Human Services didn’t publish their Mandatory Guidelines for Federal Workplace Drug Testing Programs until 1988, with the Department of Transportation following with their Procedures for Workplace Drug Testing Programs, 49 CFR Part 40. These guidelines became the primary reference for employers interested in implementing their own policies, and still is to this day.
However, federal drug testing regulations have changed very little since their creation, and the changing times have presented new problems.
Today’s Problems vs. Yesterday’s Regulations
Federal DOT and DHHS employees are tested using a 5-panel urine specimen drug test:
• THC (Marijuana)
• Cocaine
• Opiates
• Amphetamines
• Phencyclidine (PCP)
The Department of Health and Human Services is working to change this however, amending regulations to include a wider range of abused substances with a focus on synthetic opioids. The rising popularity of pharmaceutical drugs posses one of the most threatening substance abuse problems of the modern age, forcing more employers to test their employees for larger arrays of substances.
The overall message to take away from above is that it is important for employers to customize their company drug testing policies and procedures to reflect the environments their businesses operate in. Using the DOT’s or DHHS’s regulations as a company’s regulations may not yield the best results, while costing the company money in the process.
